Won't Start Without Either

My 48" Bob-Cat walk behind has a 15hp single cylindar Kohler Command. The only problem is that it will not start usless you remove the air cleaner and give it some starting fluid, then it will start and run great. Any suggestions on how to fix this inconvinience?

I would check and see if the throttle linkage has slipped and its not choking. With the air filter off, push the throttle control wide open and look in the top off the carb and see if a metal flapper has closed off the air flow in the center of the carb. If not you need to adjust it till it does. Sorry my instructions arent the best.
