I need to construct a flowerbed soon and the majority of it is going to be on a hill. Is there anything special I can do to prevent the mulch from falling down to the bottom of the hill during a rainstorm.

How about creating a terraced bed into the hillside?Use retaining wall block for the edging in order to keep the mulch in place.You could even use scallop brick edging to hold the mulch in.

Can you build part of a retaining wall to hold it in? Kinda of a half moon.

Try what I like to call "boulder scape" Take large rocks/boulders and place them in no order, no pattern, basically strategically placed across the hill. Then inbetween put your shrubs and plants, this combination will usually hold back mulch and other material as long as you dont have any serious drainage problems in the area.
