I have a 743 bobcat with a 36 hp diesel with a 11 gpm hydro flow, but i wanted to run a rake off of it that requires 13 gpm flow. Will it be possible to run the rake?

Your rake will run, but not quite as well as if it had the full flow. it will be about 2.5hp less hydraulic hp.
