I have a lawn at a car dealership i have to seed. The builder last year just threw down seed and hay on crapy rock covered soil. So i'm going to topsoil it and reseed. i'm wondering how thick i should go on the top soil, i'm thinking maybe 4 inches?

You shouldn't have to go over 2 inches, if the lawn needs more than that run away because you will still have stress problems due to the compacted soils underneath.

you really should till it in...
if you lay good soil over crappy soil you can have root pruning problems from the soil underneath, also you can have drainage issues, etc...
