tree question

Has anyone ever seen little cocoon like sacks hanging or growing off of a pine tree? if so, what is the solutions to getting them off. I was told that you can't spray the tree you have to pull them off. Is there another way?

It could be pine sawflies. i believe you can spray them with dormant oil.
