Planted a lawn April 16th and growing has been really slow. Took all the correct measures, Soil test, herbicide, tilling, and peat moss, put down new topsoil where it was needed and seeded and starter fertilizer. I would say that only about 65%is growing well and most spots are patchy. There is a tree in the center of the yard. They did water, but not as frequently as they should of. Any Helpful suggestions would be great. ( Wish I sodded)

That is most likely the problem. You have to keep the top 1/2 inch of soil moist. This means you have to water often. Depending on the weather, it could be up to 4 times a day. Two will work, but if they did not water enough, then that should be the answer.
If the seed is allowed to dry out for just one day you lose as much as 30% germination. Two days is around 50%.
Don't stop watering when you see grass - keep going. Three to four weeks of regular watering should create the best results.
