I would like to find a organic funicide for tallfescue,i had some thoughts of trying a compost tea or fish/kelp combo what do you think.

Fungicide for what? Are you trying to prevent something or kill something you already have?

Fertilize with cracked corn or corn meal, it is a natural fungicide.

Some thing that will control or prevent brownpatch in fescue.

Corn meal, 20lbs/1000 for the bad areas. Remove clippings from the areas with BP (until it's gone), don't water late in the day. You gotta try and keep the grass dry at night if temperatures are warm in the evening and cool (but not cold) at night. If you heavily applied Nitrogen it may take a little longer to get it under control.

My experience with brown patch on home lawns is to cut ~ 2.75 to 3" high, mow weekly, fert properly, very little n in spring and summer, and water properly. follow this cultural pratice and you shouldn't need a fungicide!
