should i take out the rock here and put sod or take out the rock and do something else or just leave the rock under the sign?

I'd sod. Easier to maintain. Weeds come up in rocks and then you'll have to roundup.

"leave the rocks", far easier than cutting / trimming around Sod,....plant some perennials & ground cover for summer long color...."Potentilla" & "Winter creeper" :waving:
