Many people are tempted to use color as the primary organizing principle when planning any sort of landscape that is dominated by perenials. It definitely should be a consideration, but plant material should be grouped by other criteria first:

texture, mass, lines of the landscape, sun/shade, maturity possibilities, etc.

I would group as the following order,
environmental conditions
water requirements
sun-shade
size
color
texture :D
