from the pic I would say yes, but I would need a closeup to say for sure, I had quite a few issues with webworms this spring, they do some nasty damage to lawns in April-May but I hit them with Talstar and by July the lawns look good as new, they do have 2nd and 3rd generations in a season but by my experiences not as bad of damage as in the spring, bluegrass recovers from webworm damage very well in my area

they also leave a white webbing in the thatch layer that looks to be present in your pic

Oh!.....Yes,..they are. Carbaryl....otherwise known as Sevin. 2.2 to 2.5 lbs. per M.

will dylox, aplied granular @ 5 lbs per k kill them?

Dylox will actually do a better job than Carbaryl. This is good if this is all you're going after...or if by chance you're targeting grubs, too.
Also,... it just occured to me.......5 lbs. per thousand? :rolleyes:

well, yea, i figured if the chemical didn't kill them, they would suffocate from so much powder. anyhow, i thought talstar couldn't kill them in this life stage? this is why i didn't use talstar, i thought it wouldn't work in this stage. would it?

Actually granular Dylox and liq Talstar both work well on webworm depending what stage they are in, Dylox works good when there in the egg and worm stage while Talstar also works well in the worm stage as well as the moth stage. Webworms only damage the turf in the worm stage.
