is this in a wet area? (around or in a pond/lake)

no , it's part of a lawn , not overly wet

It looks like Alternanthera pungens in the Amaranthaceae family. It's a relative of pigweed. It's a perennial with prostrate stems and the plant's flowers are white, small and are in dense cluters in the leaf axils. I think the common name is creeping chaffweed.
