I have a customer that has a steep ditch in front of their house that is washing away. she wants something planted that will keep yard from washing. She also wants some grass to grow in a partial shaded area, what types of blends could someone recommend for partial to full shade

You need a red fescue mix for the shaded areas.

What are the measurements of the steep ditch?
