Too much feertilizer

Ok I have a new account who had their last lawn guy put doun some fert.

The probpem is he put it down with his hands and got too much in a few places. Any sugestions how to get new grass started?

They seeded it last year with no success.

I was thinking of tilling down a few inches.

Never had this problem myself.

Tilling the area in question will probably be the best solution to this problem.
