Have any of you heard of going to the sales office in these new neighborhoods to try to set up a deal to refer you company or something of that nature?

Long shot as they don't know you and would not feel comfortable referring you. I think you would get as much out of fliers to every new home. Farm daily till you get one and build off that.
Check if any door are open during the day (after final cleaning crew is done) and drop a flier on the kitchen counter. Watch for moving vans.
