Hi, I was wondering if someone could tell me how cold patch works and how it is applied and where you would get it. Thanks

Cheaps stuff that doesn't work well you can get at home depot/lowes. Good stuff get at an asphalt manufacturing plant.

The link Ray posted is for cold-pour crack sealants. This is not the same as cold patch. Cold patch is similar to hot asphalt mix, but is not as good. It is a mixture of sand and aggregate in a sticky asphalt binder. You apply it to the pothole and compact it as tight as possible. Its helpful to apply sand over the cold patch to prevent sticking and tracking. After the material has cured for about 30 days you can seal coat it.
