How to become licensed to do Fertilizer?

Hey how do you get licensed for fertilizer applications?
I want to be able to do that but can not do anything with pesteside/Herbasides with out being licensed.

check local laws but you can distribute strait fert with/out any pesticide additive w/o a license .
