What can I do to stop a local part timer taking away my commercial buisness. They do not care about residential just commercial work for the big bucks and run. I have tried explaining to my customers about expenses due to insurance, the competitor does not care much if anything, labor, etc but it seems to fall on deaf ears. I know this is a old issue but and we have been lucky until now and have not lost a valued customer.
Any suggestions?

The way I see it you have 2 options. Go to war with them and match their prices or figure if a customer only cares about price than you'll stay home and golf. In the long run if you keep your prices and quality up you'll have more than enough customers. There's a market for everyone and i always liked to be on the upper end of pricing. In a couple years you'll probably get a lot of customers back that you may lose due to price.
Hire him to do the work for you. Sub him out.
