I just recieved bid request from a large department store in my city. They want everything. Spring Clean-Up, Mulch Installation, Herbacide treatment, Bed Maintenance, Parking Lot and Sidewalk Cleaning, and of course Lawn Mowing and Snow Removal. My problem is I don't do herbacide treatment because I'm not licensed. Also I don't have the large equipment for snow removal. Should I still bid and sub these two things out? I'm thinking no.
Any ideas would be appreciated.

im thinkin yes....u can always get always get what u need in the long run if u develp a good relationship with them...i mean i would deff bid it and sub out what i needed for the time

My answer would be yes also. You would have plenty of time to get the equipment for the snow next season. If you can't you can still always sub it at that point.

Sub out the herbacide treatments to Scotts or the Lawn Doctor.
