Solving tree roots above ground???

Just how do you solve the above ground tree roots? I'm talking the ones that you bust up your hands and blades with the wb. Is it wise to top dress over the roots then seed?

top soil over the roots can choke out the trees mulch around them!

Time to make some large mulch beds!
