pine straw questions...

i have a client that wants to put in pine straw, she currently has just regular black mulch in all of her beds. Is it necessary to take all the much out and start new or should i just put the pine straw in? Also, if i were to take out all the mulch, how much should i charge per hour and dumping fee?

I'd put it right over it. If she wants some of it gone take it out and charge her $40.00 an hour.
