Extra helpers pay amount

I'm wondering what you guys are paying part time helpers by the hour.
Here in Jersey it seems Jose wants anywhere from 11 to 14 bucks per hour.
Maybe it's just my area or did all helpers raise their wage requirements lately?

Why does a part timer get less if they are doing the same amount and/or kind of work a full timer does?
