What are you talking about? There is no smilie there.

Ok, Deereman I went hunting for the answer.

First dump your cookies, see if that helps.
If that doesn't work, then go to your control panel (user CP)
On the left hand side click "edit options"
Scroll all the way down to the last one, "misc options"
make sure you have "standard editor - extra formatting control, checked off
See if that helps.

If not, then it is on your end and can be:
It's impossible to know exactly what it is but some possibilites are: browsers, browser settings, Internet and security settings, ISP and/or cache issues, firewalls, ad-blockers, spyware, proxies and any other application that affects Internet content.

Mine has started to advise of "script error on the page" when reloading the site pages. If I don't click "keep running script" then smilies aren't available. :dizzy:
