Looks like a sick version of a Blue Rug Juniper.

I would agree with Blue Pacific Juniper, especially if it has lots of brown tips this spring.

Why, you may ask??

They're prickly, impossible to weed, and die off for no good reason; leaving lopsided, unattractive plants.

Instead, I use microbiota decussata (Siberian false cypress) - looks like juniper, is not prickly, has a nice bronze color in winter, and is Zone 2 hardy.

It's a slow grower, but worth the wait.

thanks for the replys. Reason i'm asking is because my customer wants to replace some that have died over the years. Thanks for all the info.
