Patch work

I have a possible job of patching bare spots on an existing lawn, my first lawn type of job. I'm curious as to what tool or tools to use to rough up the ground for preping? And what is the best for patching, something for the local hardware store or garden store. Any help would be appreciated.

Garden weasel. Not that stupid claw thing. It has a bunch of star shaped tines that intermesh.

Just use a stiff leaf rake to stir up the thatch / soil. Overseed & peat moss.
