Turf Troll

I have looked at a lawn that has truck ruts in it about three inches deep over about 900 square feet some in this spot some in that spot.
The turf if tight, no rips or tears no open areas and has been given the nitrogen by the looks of it by whoever is fertilizing I can't see the ruts I had to walk over the lawn to feel them. The job is to bring it back to "original condition"
To bring it back to original condition I'm considering mowing to 2 to 2.5 inches core aerating three passes, back drag to break up cores, spread topsoil, spread to level.
I would like any suggestions on diffrent methods or comments on what I'm considering
Thanks
