Looks like it is close to 10 ft. deep. What is the source of water that will fill it?

What is the swell for?

berm height is only 4.5' above the bottom, although along the back side i think i have about a 10' cut.. Its a retention pond for a development we are starting, so all the water from the storm drain system will outlet into the pond, then exit back into the storm. The swale is just an overflow thing, incase the pond was to ever become backed up enough to overflow it will be directed somewhere.
