Engine over revs on Suzuki/Toro 21" comm

The problem I could use help wiht is on a Toro 21 commercial WBH 84 vintage.
Model 22035 S/N 5000697 Suzuki

It has been fine except for being 22 years old. Has been fairly well maintained. Pulls off on 1st to 3rd pull.
Suddenly last week the governor? seems to have failed because the engine is touchy as to RPM. Real hard to get RPMs in a tolorable range...and not not over reved Also the engine seems to lack the power it had 2 weeks ago

Not sure if it really is the governor or pulling air somewhere it shouldn't.

Also I notice oil film/dirt on the deck under the front of the engine that never seemed to build up before.

Any help you can offer would be greatly appreciated.

Check for broken governor spring. If governor spring is present and operable does engine respond to hand movement of governor arm. If not you could have internal governor problems. Also check for loose governor arm on governor shaft where it exits the block.

Ditto what Dutch said, Also with oil and dirt build up on the engine could be the pan gasket leaking and sucking air.
