I HAVE A 36 MINI Z. I'M PLANNING TO USE AMSOIL PURE SINTHECTIC 10w30 MOTOR OIL. IS THIS OKAY? OR IT DOESN'T REALLY MATTER WHAT TYPE OF OIL.

That is fine, I would wait until the engine is broken in before switching to synthetic.
Any good quality oil can be used.

i also have the 36'' mini z and was thinking about running synthetic. how many hours should there be on the mower before switching? i currently have 28 hours.

The best Amsoil for an air cooled ZTR would be the Amsoil SAE 10W-40 Synthetic Motorcycle Oil (MCF)! Review data at "G2156 - Motorcycle Oils White Paper (1MB PDF)" on http://www.amsoil.com/storefront/mcf.aspx?zo=5931 !
