New Choke Cable

Hey guys I am looking going to be looking at a used mower, Toro Proline walkbehind that the guy told me needs a new choke cable. Now this seems pretty simple to me but just want to check with someone on here that this would be a cheap and easy to install repair correct?

Watch out.
I know you may not believe this, but people will feed you a line of BS if you let 'em.
Sounds to me like the engine won't start. If this is the case, have a mechanic check it before handing over the green.
If he/she objects to mechanic check out, there is probably good reason to be wary.

On my toro proline, the fuel cable is the choke cable also, there arent 2 cables on mine, its a 2003 model
