Getting back old ID

My computer died and i reloaded windows and lost my password for my old user Id which was stuie
I cannot get it back because i no longer have the email address i signed up with to get a new password.
Can a moderator dive in and fix me a new password?

How do i permanantly obtain the use of my old user name again?
