I was reading the same issue of Pro magazine that MikeLT1Z28 had his moment of clearity. I found an article on power equipment restrictions in Houston.

Commercial equipment with 25 horse or lower will be banned from operation between 6am - noon.

Exemptions can be issued after an application is submitted or by buying "emmission credits" from the TNRCC.

Is this just another type of tax?

Or are Texans who like things BIG, going to produce 25.5 hp trimmers to avoid this restriction?

That is because of the air quality in Houston. To help the environment they are having restrictions put in place. The legislature is also looking into a ban of 2-cycle engines in a couple of years for the whole state. :mad:
