FH500v kawasaki motor surging

I have a walkbehind mower with a FH500V kaw on it and the motor surges up and down when its at full thottle, but engage the blades and it does not do it. And does not do it at low idle (as much) any help would be apprecated:confused: :confused: ;)

Sounds like it may be trash or water in the carb. (Main jet) causing it to lean out or the high speed RPM could be set too high, Or the governor could need a adjustment.

And does not do it at low idle (as much) any help would be apprecated:confused: :confused: ;)Be sure and pursue this to resolve quickly, as surging will wear out your carb in short order and I don't think it can be rebuilt if the throttle shaft and associated bushings are worn too badly.
