Ferris Wheel Hub Removal

I have a ferris walkbehind 52" dual drive. I am trying to remove the hub that has the studs to hold on the wheel. I can't seem to get it off. I have tried a puller, heating it up with a torch and even cutting part of it. I also tried using an air chisel. I can't seem to get it off. Are there any other ideas out there?

If you have a real cutting torch go ahead and cut it all the way off but be careful not to burn into the axle. This must be a older unit to have the inner bearing races rusted to the axle like that.
