Briggs lawn mower

Hi,
I have a briggs mower 12F802-1160-02.96073058. It wouldnt start so I dismantled it. I found the magnetic flywheel rusty so I sanded and also cleaned the carbby at the same time.

Mower started first go but now I have no speed control. Its either off or full speed no inbetween. There was one spring which have to remove. I installed as per pic attached is that the correct way??

What are the possible causes of this??

Yah, thepowerportal leaves a bit to be desired. They need to get with Kohler and help Kohler fix thier site while Kohler helps them with theirs...LOL
