briggs and stratton valve ?

I have a briggs and stratton model series 31F700 one of the valves has this little part called a cap valve part# 691843 should this part be on both valves or just one i have a pic if any one would like to see i can email it to you

This engine should have these caps on both valves, Also make sure the cap and valve stem end is oil free when re-installing.
