Anyone ever heard of this and where to find the info on it? I cannot find it anywhere. Overheard someone talking about it at school, does it even exist??

It is issued thru the nys DEC. and departmet ag. You have to buy two years at once. I beleive the new rate is $100 a year. Contact your local dec office.
