Troy Built 33" speed adjustments

Can you adjust the speed on this mower? The belt drive is fine I tested it this morning. In fourth gear it is only a moderate walking speed. Any other tips on this mower ( cut quality, striping ) is welcome.

I used to have the Craftsman version of that mower. I hated it. I don't think there is any sort of speed adjustment on it. It just goes however fast it goes. It did stripe rather well, but I didn't like the cut quality either. Overall, I use a 21" push mower rather than load that thing up anymore.
