Ok I know this is a pretty simple issue but I am just getting started here and would like to know what you guys suggest.
I am starting a new garden so I have to till it up, plant then mulch and bed edge. So I was wondering is it best to till and plant then bed edger or mulch before I bed edge?

You really have no idea, do you?
I suggest you work for someone for a while to get some experience before you make a lot of people really p*ssed off because you don't know what you are doing.
Edge first, then mulch- to answer your question.

Edge out your beds first. Edging is actually part of the prep work prior to mulching. :)

I apreciate your opinion, but I think I have that side of the business handled..
