Hydro oil seals?

I have what I believe is a 2004 60" Turf Tracer that has apparant hydro oil leaks at the top seal of both pumps. At least that is what it looks like. Mine have black caps on top of the pump. How hard is it to change these seals? Any idea of cost? Is this a poor design where they will quickly fail again if replaced?
