15 hp Kaw will not idle

I need help!

My 15 hp Kawasaki will not idle, the engine revs and slows, over and over.
Pulling out the choke helps a little. When in use it works ok for the most part but slows sometimes.

We cleaned out the carborater, and changed the plugs.

Sounds like you need to go back through the carb. again, Spray carb. & choke cleaner with the straw through ALL ports, passages and jets. If you have a air compressor follow with that then re-assemble. Check your fuel tank for trash/water, Flush fuel lines and replace the fuel filter before putting the fuel line back on your clean carb.
