Adjusting rpm on kaw(17hp)

Hi,,i have a Great Dane with a 17 hp kaw and it seems it isnt revving like it did a month ago,,also,it seems the lever activates the choke to soon(like it setting on the govenor is incorrect),,,that was like that for a year(the choke going on too early),,how can i adjust it so i can slide the throttle up more without the choke going on,,also how do i adjust govenor,,it looks like the gov can be adjusted by one of the mounting bolts that goes through the slide on the gov,,,i dont want to screw it up,,thanks,,

Try this adjustment first, It should get your RPM back up without messing with the governor.
