is this motor symptons of needing rebuild?

hi- as you may recall- this 21hp kawi was bought assuming it needed rebuilt..but I got it running and sounds good (was stuck). no smoking or noises..but after putting it into service I noticed heavy grass would pull rpm's down quite a bit..but not consistantly? for most part yes..but at times rpms stayed up. Is it possiable the clutch on crank is acting up and robbing power? it only runs blades so thinking not. would a 'new' set of plugs help? (these are not to good). what about hydro system..could that pull motor down? (hydro works good..but was contaminated with gas one time). sorry so many questions..but shooting in dark on this- thanks- Gene SRX4401979@aol.com

For the price of spark plugs, I always think they are a good idea to change.
It's kind of like if you have to ask....
Worst case is you have new plugs sometime before you really needed them.
Best case is that it solves the problem.
For the price, don't even hesitate.

Try adjusting the governor, It's possible doing so could straighten it out.
