Try blowing out the carb with compressed air after you take it apart. Also make sure all you governor linkages have no play in them.

Just a few things you may want to consider.

1. How old is the unit? I've seen a few of these that were used hard and the upper throttle shaft was worn enough to permit the carb to suck air. Start it up and squirt carb/choke cleaner around the upper throttle shaft. If this clears up the loping/changes rpm's, this could be your problem. At the same time, squirt the carb/choke cleaner all around the carb and isoblock gasketed areas. You may be sucking air in this area if you have not checked all gasskets.

2. There is a brass pilot jet in the top of the carb and if plugged can cause this condition.

3. You may also try resetting the governor. There could be minor interior wear/play in the governor assembly. To do this, hold the throttle linkage in full throttle condition, then loosen the governor arm nut and turn the governor shaft in the same direction as you are pushing the throttle linkage. Holding this position, retighten governor arm nut.
