governor linkage

I have a kawi FD661D i took the carb off to clean it. When I installed it I could no remember what hole the linkage when in for the governor. There are two hole on the throttle, one for a spring and one for the rod which goes where? Thanks

From what I can remember the link goes in the top hole, Spring in bottom.
