Cub cadet trouble

I have a cub cadet z force 48 , the mower deck won't trun on. What could the trouble be?:confused:

are the belts on the deck all good and not broken?? are they on the right pulleys??

clutch, safety switch, belts (you would still hear the clutch engage). i would start with making sure the safety wiring is connected.
