SUMMERSET

I got a bid to do for a homeowners association and wandering if anyone could help with a small problem. They have a slope that is 650 feet long and 35 feet from the bottom to the top of the hill. I am going to plant the entire slope with junipers and mulch it.
My question is what is the best way to get rid of the grass on the slope. I don't want to use any grass killer because I don't want it to run off and kill any of the lawns at the bottom of the slope. I thought of cutting it very low and installing fabric overtop of it but don't know if the mulch will wash down the hill because of the fabric being slick. I also thought of running a dingo with a cultivator over the entire area and tilling grass under. The slope is pretty steep and don't want to tip any equipment over.
Any suggestions would greatly be appreciated. Thanks.

If you apply correctly , you won't have runoff . At any rate , how will you keep the weeds out of the junipers after you plant them ? Probably glyphosphate ...
