Whats coming out of my mulch?

Its white and foamy looking.If you hit it releases brown dust everywhere.Ive been getting it alot over the last 2-3 weeks.

Any clues?

dog vomit fungus........I have it also........the only thing you can do is get it with a shovel and trash it.....
