On the Tanaka web page is has listed power output at 3.6 h.p.

Yet, on the 07 Brochure the listed power output is 3.0 h.p.

Wondering if there was a change in the unit or are there two 5601's?

Sorry, it is incorrect in the brochure - 3.6 is correct.
