Can anyone tell me what the tiny white pests (look like mites) are on my young crepe myrtle bushes. The underside of the leaves are coated with them and the leaves look oily. Do I need to spray them and if so, with what?

Could be scale. Can you post pics?
If it is scale you can spray them with something like Volck Oil Spray. It will take a few applications, but it will kill them.

Usually aphids - you can spray insecticide , wash them off with a water hose if not a large tree , or hope you get a lot of ladybugs who feed on them . You have to get rid of them or their secretions will cause sooty mildew on the leaves below , also will draw ants .
