Is it ok to have the chain zip tied like this? The previous owner put it like this. I live in Florida so cold starts are a rare occasion. I've mowed for about 20 hours with it like this but kinda wonder what will happen if I undo the zip tie.

What will happen if I undo the zip tie?

The manual says that you should pull the chain to release the hydro belt during cold start ups. This prevents the starter from having to turn the motor and the hydro pump. I'm kinda thinking that the chain should be allow to go back in the hole after start up.

The chain, in it's current position, is putting tension on the spring, that pulls the tensioner pulley, that puts tension on the belt.

To cold start the machine, you unhook the chain from the slot and let it go into the hole (after cutting the zip-tie, of course). This relieves the tension on the tensioner pulley and allows you to start the engine without the pump turning.

The zip-tie was obviously added because someone didn't like the excess chain just hanging there waiting to snag something.

Take the chain all the way off before it tears something up...you will never ever need it in your area.
